over the years and state government, finally became involved and start providing much needed funding through varieties programs clueing the ryan hoyt care act cdc prefix funding as well as other programs from the state unfortunately in recent years we have seen significant cuts in hiv funding from sacramento and rantly despite effort by nancy plowscy we see cuts in federal fundings and in the middle of last year themary the mayor submitted and the board passed a supplement plan to provide immediate cuts to hiv services in the san francisco and during the budget process last year, the mayor budget's approved the entire $7 million in federal cuts for the current fiscal year. we anticipate that there may be 4 million-dollar or more in federal cuts. that have not been back-billed in the fiscal year starting july 1st and so we want to hold a hearing to know exactly what the anticipated cuts are, what the impact of those cuts would be and what we are and can be doing locally and our city budget to backfill those cuts. so i look forward to this important conversation and to continuing san f

in terms of the discussion on how we can better support the school district in the state and federal government has been unable to. given the crisis that has emerged of the data taking fourth in the summer juniors and sophomores, and seeing the data that almost half of those students are not on track to graduate, i felt that this was an appropriate and important way for our city to support the school district. i want to say again, i understand the debate that we have been engage again. i truly respect my colleagues that have been talking about finding other sources of funds for the school district. i do think that this is a good use of our state reserve funds. i think that when it is a question of our kids, about helping them graduate, for me it is never a question in this will always be a priority use of the funds. as we move forward i look forward to a continued dialogue with the mayor's office, the school district, about how we can continue to better support embedded partner with the school district. through this conversation it has been quite fruitful, looking at a lot of different avenues

i pointed out that not only is it required under san francisco campaign and government conduct code section 3.1-105, but the failure to provide such notice is defined as "official misconduct." the person who was helping me said she never heard of this before. i provided her a copy of the law, which i would be glad to provide with you -- to you, if you want. and she said that mr. st. croix would call me. i came back a week later to find out why no one had called me and she said that the mayor would be complying starting next month, even though the notice period is 15 days under the law. i asked a series of questions, has there been into complaints so far? do you have any documents relative to? and to seech question she responded i'm not clear on that, after i had gotten that same answer four or five times it was clear to me this was just another cover-up, even before the facts had been established. you have to realize that this comes on top of the abuse and dishonest that we get every place else. i mean, if the mayor's office is just a gang, and the library commission is just a gang, and the
